Colin Witcher presents Financial Crime Training in Gibraltar

Colin Witcher of chambers’ and Crime and Regulatory Group presented a two day workshop on financial crime, including confiscation, Unexplained Wealth Orders, and cross-boarder trends in financial crime, to the Office of Criminal Prosecutions and Litigation (‘OCPL’) in Gibraltar. The workshop was attended by Gibraltar’s Director of Public Prosecutions and his team of lawyers, including Patrick Canessa, who is called in both Gibraltar and England & Wales, and is a member of Chambers. Colin was presented with a commemerative plaque by the OCPL to mark the programme.

The OCPL main function is that of criminal prosecutions, the power of which derives from Her Majesty’s Attorney General of Gibraltar mandate (on behalf of the Crown) under the Constitution Order 2006. As the only prosecutorial organisation in Gibraltar, the OCPL is responsible for reviewing cases following charge as well as prosecuting statutory and common law crimes across the whole spectrum of offences in Gibraltar including serious crimes against the person, sexual offences, drugs misuse as well as offences of dishonesty such as theft, fraud and money laundering. It also provides prosecution-related legal advice to all law enforcement agencies (including the Royal Gibraltar Police, HM Customs, Gibraltar Defence Police and the Environmental Agency), Public Authorities as well as other Government Department.

In addition to presenting the workshop Colin met with the local Judiciary, and Patrick who is a Commodore of the Royal Gibraltar Yacht Club was kind enough to host Colin for lunch where cross-boarder perspectives were discussed.

Colin is a recognised expert in financial crime, including confiscation, and has provided training around the Globe in recent years on both substantive law and trial advocacy.
